The challenge

Setting up an outlet is hard enough. The paperwork shouldn't stop you.

Most tenants don't realise that even minor renovation inside their own unit legally requires approval before work begins — and mall fit-out windows are unforgiving.

Unsure which permits you need

Council, Bomba, change-of-use — the requirements differ by mall and by trade.

Bomba submission rejected

Fire routes, alarms and sprinklers must comply — one miss and you're back to square one.

Fit-out deadline closing in

Every week of delay is a week of rent paid on an outlet that isn't earning.

Risk of stop-work & fines

Renovating without an approved plan can trigger enforcement and a halted site.

What we handle

End-to-end authority submission, managed by our team of consultants.

You deal with one team — we deal with every authority on your behalf.

01

Renovation / building plan permit

Endorsed drawings (Pelan Lakar) prepared and submitted to the local council for approval.

02

Bomba & fire clearance

Passive & active fire submissions to JBPM — exits, alarms, sprinklers and suppression.

03

Change of use (COU)

Re-classifying a unit's permitted use so your trade is fully compliant from day one.

04

Mall fit-out submission

Coordination with mall management and tenancy teams to meet handover and fit-out rules.

05

M&E & kitchen compliance

Ventilation, exhaust, grease traps and electrical loads — critical for F&B outlets.

06

Inspections & clearances

We see it through approval, site inspection and final sign-off so you can trade.

Why it matters

It's the law — and skipping it is far more expensive than getting it right.

Under the Uniform Building By-Laws 1984 and the Street, Drainage & Building Act 1974, any renovation that changes a unit's structure, space, façade or function must be approved before work starts. We make that approval painless.

How it works

Four steps from lease to open for business.

01

Consult & site review

We assess your unit, trade and the mall's specific fit-out requirements.

02

Drawings & submission

Our PSP prepares endorsed plans and lodges them with council and Bomba.

03

Approval & permit

We follow up with each authority and secure your permits and clearances.

04

Renovate & open

You build with confidence — we handle inspection and final sign-off.

Questions

What tenants usually ask us.

Yes. Even renovation within your own unit — partitions, layout changes, signage structures — legally requires submission and approval before work begins under the Uniform Building By-Laws 1984.

It varies by mall and authority, but a clean, complete submission moves significantly faster. We prepare it right the first time to avoid rejections and resubmissions that cause most delays.

Fire and Rescue (JBPM) reviews fire routes, exits, alarms, sprinklers and suppression. For F&B, kitchen exhaust and fire safety add extra requirements. We handle both passive and active fire submissions.

We coordinate with the mall's tenancy and fit-out teams alongside the authorities, so your drawings satisfy both the council and the mall's own fit-out guidelines.
